PL and SIL; misconception number 1: "SIL is only for machines in the process industry."

Introduction:
Developments such as electronics and software for safety functions in the machine control system have led to fact that the standard EN 954-1 1996 no longer meet the requirements and will be withdrawn on December 31, 2011!

Therefore two new standards were established for the machinery sector. In the year 2005 the standard EN 62061 was adopted and one year later the EN-ISO 13849-1, respectively giving a classification of the safety level in a "Safety Integrity Level” (SIL) and a “performance level” (PL). Both standards are harmonised under the new Machinery Directive 2006/42/EC.


The misunderstanding:
A frequently heard statement from suppliers as well as consultants, "The SIL standard has its origins in the process industry and is primarily intended for companies who deliver machinery in the process industry." When you don’t deliver machines to the process industry, it is much more logical and better to apply the PL standard.


The reality:
The old EN 954 had no requirements for safety components made up of programmable logic. It refers users to the standard "IEC 1508”, which in 2000 was adopted as European standard EN 61508 (IEC 61508). This standard consists of seven parts and is very extensive (740 pages).


The EN 61508 is written by people from various industries and should be seen as a "basic safety publication". This means that this standard can be used by IEC technical committees to create their own industry sector standard or product standard. The standard EN 62061 (IEC 62061) is derived from the EN 61508 and the IEC standard committee TC44/WG7; safe control systems for machinery made it an industry sector standard [2]. The EN 62061 is specially developed for the machine industry! This committee consists of several experts in the field of control technology, ranging from product suppliers and consultants to notified bodies.


In addition, the process industry since 2003 has their own derivative, called IEC 61511. The figure below shows that in various industries a specific “SIL sector standard” is created already.


In short, EN 62061 is specifically developed for the machine industry!
